In this paper, a large number of issues are analyzed and concrete proposals are given related to the definition of technical conditions, the regulatory basis, the method of determining the costs and prices of auxiliary services, the technical capabilities of network users in terms of the possibility of delivering auxiliary services (including measurement and quality control), the possibility of forming markets for certain auxiliary services, and the contracting model for them. In addition, the necessary changes to the by-laws necessary for the implementation of the aforementioned proposals are proposed, whereby the primary consideration is the combined model of binding auxiliary services (which are not paid for) and auxiliary services that will be paid for at a regulated price, but clearly stated so that in the provision of auxiliary services can also include new producers.
